The Southern California Water Dialogue Group will meet on Tuesday, March 18th from noon - 3 pm at Metropolitan Water District of Southern California headquarters, 700 N. Alameda, Los Angeles, 213 217 6000. The Steering Committee will meet from 10:00 - 11:30 am, same date, same place (check with desk for room number)

This month's meeting will focus on the ELPH (Equivalent Level of Public Health Protection) Project.
Background: The quality of State Water Project (SWP) water delivered to southern California is a critical issue. Historically, SWP water has provided from 25 to 50 percent of Metropolitan's supplies for the region. At our last meeting, a presentation by MWD focused on how the interaction of bromides and organic carbon with disinfection agents in SWP water creates hazardous "disinfection byproducts" with potential adverse health effects. The CALFED drinking water quality program is developing the ELPH project as a way to improve the quality of SWP water and achieve an "equivalent level of public health protection using a cost-effective combination of alternative source waters, source control, and treatment technologies (CALFED ROD, 2000)."
ELPH Project: Speakers and a response panel will discuss the ELPH project and how proposed state projects (building Sites Reservoir, raising Shasta Dam, south Delta operational changes, Kern/Friant water exchanges, and In-Delta storage) could impact the quality of SWP water delivered to southern California. Those projects include source water improvements/exchanges, conveyance and modifications to Delta operations, water use efficiency, and the management of storage. Greg Gartrell (Contra Costa Water District and Co-chair of the CALFED Drinking Water Subcommittee) and Tim Quinn (Metropolitan Water District and member of the Drinking Water Subcommittee) will speak on the costs and drinking water quality benefits to Southern California of selected CALFED projects outside Southern California and some projects within the region, using the ELPH approach. They will present a matrix for considering a wide range of ways for a region to achieve high quality drinking water.
